Leonard H.O. Spearman Jr. has been Senior Advisor to the Assistant Secretary, Office of Environmental Management, U.S. Department of Energy, since October 2018. Earlier, he served as Director of the Office of Governmental Relations and Community Affairs at Texas Southern University. Spearman previously served as Director of the Center for Government Law at Thurgood Marshall School of Law (TMSL) – Houston, Texas. Spearman directed and coordinated the legislative activities for the University at the state and federal level.


Spearman was with the state of Texas working on Environmental and Housing issues. Serving as the Deputy Director and Regional Director with the Texas Commission on Environmental Quality (TCEQ). Spearman was also Legislative Coordinator for Harris County Judge Robert Eckels.


Spearman previously worked in Washington, D. C. with several federal agencies including HUD, Justice, and SBA. Spearman, also served in The White House as Deputy Associate Director, Presidential Personnel. 
Spearman also serves on the Mickey Leland Environmental Internship Program at TCEQ and is a former President of the University of Florida Alumni Association (2006-2007) and is a graduate of the University of Florida and Thurgood Marshall School of Law.
